Sub-Tier Compliance Overview
The Oracle Textura Payment Management system (TPM) facilitates the exchange of documents and information between General Contractors, Subcontractors, Material Suppliers, Owner/Developer(s), and other participants in the construction process. A Compliance Manager tracks compliance on projects.
Document Compliance
General Contractors set up document requirements to track the submission of legal documents. Document requirements provide a view of Sub-Tier compliance status. General Contractors can choose to apply automatic holds on Sub-Tiers who are not in compliance.
- Standard Legal Document Requirements: Monitor documents that are submitted once for a project or documents that expire.
- Periodic Legal Document Requirements: Monitor documents that are submitted on a schedule.
Note: These are documents that must be submitted on a daily, weekly, monthly, or per draw basis.
- Conditional Legal Document Requirements: Monitor documents that are submitted each time a subcontract meets a preset condition.
Note: The document will have a Not Tracking status it meets a condition.
Submit Documents

Lien Waiver Compliance
General Contractors choose the lien waiver settings during project setup.
Have Sub-Tiers of your own? You may need to track their lien waiver compliance through the system.
