Compliance Overview for Subcontractors
The Oracle Textura Payment Management system (TPM) facilitates the exchange of documents and information between General Contractors, Subcontractors, Material Suppliers, Owner/Developers, and other participants in the construction process. A Compliance Manager tracks compliance on projects.
Document Compliance
General Contractors set up document requirements to track the submission of legal documents. Document requirements provide a view of Subcontractor and Sub-Tier compliance status. General Contractors can choose to apply automatic holds on Subcontractors who are not in compliance.
- Standard Legal Document Requirements—Monitor documents that are submitted once for a project or documents that expire.
- Periodic Legal Document Requirements—Monitor documents that are submitted on a schedule.
Note: These are documents that must be submitted on a daily, weekly, monthly, or per draw basis.
- Conditional Legal Document Requirements—Monitor documents that are submitted each time a subcontract meets a preset condition.
Note: The document will have a Not Tracking status until it meets a condition.
Submit Documents
- Use the Legal Document Update screen to see which legal documents require updates.

Lien Waiver Compliance
General Contractors choose the lien waiver settings during project setup.
Note: Lien Waiver compliance for On-System Subcontractors is updated automatically. Off-System and Lien Waiver Only Subcontractors must be updated manually.
Lien Waiver Tracking
General Contractors choose lien waiver settings during project setup. Use actions from the links on the Draw Home Page screen to track lien waivers.

Change Order Compliance
General Contractors can require compliance tracking for all subcontract change orders on a project.

Using the system as an On-System Sub-Tier? You will not have access to several of the screens mentioned above unless you have Sub-Tiers beneath your organization.
