Create New Sub-Tier Users

Use the Create User page to add a user to the system.

Notes:

Only Enterprise and Local Administrators can create a new user.
Only Enterprise Administrators can create other Enterprise Administrators.
The first user on the system is automatically an Enterprise Administrator.
