E3877 Cmd Rej: ANSI/ITU point code type mismatch

For the ent/chg-rte command, all linksets in a routeset must have the same network type. The network type of the routeset must be the same as the network type of the destination point code.

For the chg-dstn command, the network type of the routeset must be the same as the network type of the destination point code.
