Reference(s) of the VLR entry with the same VLR number as the entered VLR exists in the VLR Roaming Table.

Recovery

1. Remove the references in order to change or delete this entry using the dlt/chg-vlr-roaming command.
2. Re-enter the command that generated this error message.
