There are localized Installers (Chinese /Japanese/Korean Versions) and an English version for WebLogic Server. You can download Localized (Chinese/Korean) Versions from the US BEA Systems Inc website and (Japanese) from the Japan BEA Web site.
In addition, the locale portion of the localized installer name has been changed to ccjk on 9.2 MP1 and later. (Example: server921_ccjk_win32.exe)
The program files relating to WebLogic Server operations are all identical, and are treated as the same software. Furthermore, there is no problem about the interoperability of WebLogic Server started up using English Installer and that using Localized Installer. The localized version, while retaining the compatibility with English version as software operability, has following modified features.
In the WebLogic Server 9.2 localized versions, the following feature is not available:
Since several problems have been recognized in the case where BEA_HOME or WL_HOME contains multibyte characters, you cannot use multibyte characters for BEA_HOME or WL_HOME. Hence avoid including multibyte characters in directory paths of BEA_HOME and WL_HOME when installing.
When using a localized version of an installer, you need to increase the maximum heap size to 256 MB by specifying the -Xmx256m argument on the command line. For example, enter the following command:
$ java -Xmx256m -jar server921_ccjk_generic.jar
In a Red Hat Enterprise Linux 5.0 system that is configured using Korean character set, the graphical user interfaces of Installation Program, Configuration Wizard and Template Builder may not be displayed correctly. This problem is caused by the limitation that Sun JDK does not have a fontconfig.properties file for Korean character set for Red Hat Enterprise Linux5.0 system.

Workaround : For these applications, use the console mode interface.
Note : This limitation does not apply to Red Hat Enterprise Linux4.0. Enterprise Linux 5.0 systems, Sun reported at http://bugs.sun.com/bugdatabase/view_bug.do?bug_id=6546060.
In a Red Hat Enterprise Linux 4.0 system that is configured using Japanese character set, the graphical user interfaces of Installation Program, Configuration Wizard and Template Builder may not be displayed correctly. Note : This limitation does not apply to Red Hat Enterprise Linux 3.0. Enterprise Linux 4.0 systems, Sun provides their solutions at http://bugs.sun.com/bugdatabase/view_bug.do?bug_id=6235633 and solved in 9.2MP1 and later.
Installation may fail if a simplified Chinese or Korean locale is used on AIX during installation process.

Workaround : Use the following options for the installation locale:
For ko_KR locale: -Dibm.stream.nio=true or -Dfile.encoding=KSC5601
For Zh_CN locale: -Dibm.stream.nio=true or -Dfile.encoding=GB2312
For zh_CN locale: -Dfile.encoding=GB2312
Example: java –jar -Dibm.stream.nio=true server910_generic.jar
