Raised when a vSTP MP Service Stack Event Queue approaches maximum utilization.

- Identify the affected MP and queue utilization level. Correlate the timestamp with SMSProxy/service-MP availability (70451), service traffic, CPU utilization, and related application alarms.
- Restore the underlying service-MP or application condition first when 70451 is present; queued service work cannot drain while the target service is unavailable.
- Investigate abnormal service traffic or message-processing failures through approved operational procedures. Do not restart or disable the service solely to clear the queue alarm unless an approved recovery procedure directs it.
- Verify that queue utilization returns below the clear threshold and that 70446 clears. Contact support team with queue, service-status, and traffic evidence if the condition persists or recurs.
