Caused when Security-log file creation/open/write, directory, disk-space, or configuration failure occurs.

1. Read the alarm additional information and MP security-log trace first; it contains the failure category and log name. Preserve the exact filename/path before cleanup.
2. For directory/file errors, validate the configured log directory, parent existence, ownership/permissions, and filesystem health. For low space, recover capacity by approved operational cleanup, not by deleting required evidence.
3. After correction, verify that the MP creates and writes new security-log records successfully and those 70438 clears. If the failure persists, retain the trace and configuration evidence and contact My Oracle Support.
