Secure Inherited Competency Maintenance Across Business Group and Position Levels

Competencies defined at the business group level cannot be deleted or updated from the position level. This protects inherited competency definitions from being changed at the wrong maintenance level.
The enhancement strengthens governance for competency maintenance. Business group competencies represent a higher-level definition, and position-level users should not be able to alter that inherited source.
