Perform Deobligation Across Multiple Awards

This enhancement lets users identify eligible award funding records and perform deobligation across multiple awards from the command-center flow. The dashboard supports filtering for eligible records, selecting multiple rows, reviewing amounts to deobligate, and initiating the deobligation action.

The main benefit is faster funds cleanup across awards, especially for closeout, project completion, or other scenarios where eligible balances need to be released.

Contracting officers can manage budget by prioritizing obligations.

  1. Identify the eligible awards for deobligation using the Eligible for Deobligation refinement. For example, search for award lines with higher funds that you can utilize or deobligate.
  2. Select the Deobligate action to initiate deobligation for multiple award lines at a time to create draft modifications.

Steps to enable and configure

  1. Apply the 12.2.14+ CLM for Public Sector Command Center update and confirm the Awards funding data includes the deobligation eligibility and amount attributes.
  2. Verify federal funds control, award funding, accounting, and deobligation setup for the operating units that will use the action.
  3. Grant the PO ECC Perform Deobligation Role to the required contracting officer users to perform the Deobligate action that is available from the Awards dashboard, Funding tab.  
  4. Run the PO CLM ECC data load so eligible award funding records and deobligation amounts are visible in the dashboard.
  5. Grant the appropriate command-center and CLM action privileges, then test multi-award deobligation with representative eligible awards.

Tips and considerations

  • Review document style naming conventions before rollout so filters are understandable to buyers and contracting specialists.
  • Update saved searches that should automatically limit results to specific award or IDV styles.
