Apply New Tools Release and Configure Installation Files for Tools Releases 9.2.2.0 up to 9.2.3.3

In Tools Release 9.2.2.0, several changes were made to the Oracle Universal Installer (OUI):

• The version of OUI changed from 11.2.0.2.0 to12.2.0.2.2.
• A JRE was shipped with OUI instead of aJDK.
• Anew OUI component (oracle.swd.oui.core.min) was shipped.
