The Languages and Framework option under the Client Development section allows you to build applications using various available programming languages.

Oracle JET	Provides access to Oracle JavaScript Extension Toolkit (JET) that can be used to build applications with Exadata Express
SQL and PL/SQL	Provides access to SQL and PL/SQL tools that can be used with Exadata Express.
C and C++	Provides access to Oracle C++ Call Interface (OCCI) that can be used with Exadata Express
