You can use the REST API for Chat in B2C Service to create and manage chat engagements.

Note: With release 20C, "Oracle Service Cloud" is now known as Oracle B2C Service. Existing Oracle Service Cloud users will retain access to Oracle B2C Service features under their preexisting licensing agreements. Any new users created within your current Oracle Service Cloud license count will also retain the same access to Oracle B2C Service. To obtain additional features or manage your subscription, refer to your Oracle Cloud Applications Console.
