Additional Organization Data Capture

Additional data capture enables you to record the identifiers you required.

To produce the MCR report, additional information is added at organisation, employee and assignment levels.

If you are loading data using the HCM Data Loader, ensure your text editor is using UTF-8 encoding, as required by HCM Data Loader. If you use any encoding that supports special characters, some of your data (such as the forward slash on role identifiers), may be corrupted during the MCR file transformation process.

You can record these identifiers at different levels, depending on your organisation model:

  • Payroll provider number is only available at PSU level.
    • Multiple payroll provider registrations will require multiple PSUs.
  • MAT number is available at PSU and Legal Employer.
    • A MAT within a payroll provider will need to be created as a Legal Employer only under the payroll provider PSU. Therefore, a TRU representing this Legal Employer for a separate PAYE reference needs to be created under the PSU.
  • Local Authority Number is available at PSU, Legal Employer and Reporting Establishment levels.
  • Establishment number is only available at Reporting Establishment level.

Even though attributes are available at multiple levels, a hierarchy applies:

  • The member of a pension scheme has the local authority number reported at the lowest level.
  • Members have the MAT number of a MAT within a payroll provider reported

Note: It is recommended you do notrecord the same LA Number at multiple levels in your organization hierarchy unless the organization cannot inherit its LA Number from higher up the hierarchy. If you record the same LA Number on multiple organization structures, it may result in additional MCR submissions.

Examples of when you would need to record LA Numbers at lower levels:

  • You are a payroll provider generating the MCR for another local authority. (The legal employer legal entity representing that LA will include its Local Authority Number.)
  • You are a MAT and some of your academies were academy conversions from

Reporting Establishment Information

In the Manage Legal Reporting Unit HCM Information task, on the Payroll Statutory Unit, select Reporting Establishment Details and enter details as shown:

Field Description
Establishment Number 4-digit number as provided by Teachers’ Pensions.
Local Authority Number 3-digit number, only required to override the Local Authority Number recorded at a higher level in the organization hierarchy.
Note: The LA Central Establishment check box is used for England School Workforce Census reporting purposes. This is not used when processing the MCR.
