Setup for Reporting Annual Full-Time Salary and Part-Time Earnings

To report the Annual Full-Time Salary and Part-Time Earnings data items, you need to set up both elements and their corresponding rates for the basic salary and the allowances as shown in the table.

The setup is required for earnings elements so that the following data items are accurately reported on the MCR:

  • Annual Full-Time Salary – data item 26
  • Part-Time Earnings – data item 27
  • Actual Pensionable Pay in the Pay Period – data item 33

It includes the list of elements supported as of November 2021. The objective is to support the reporting of allowances as per the Department for Education School teachers' pay and conditions document 2021. This document will be updated when support for additional earnings types is available.

Reporting Annual Full-Time Salary and Part-Time Earnings:

Rate definition setup is required to provide accurate reporting of annual full-time salary where the salary comprises multiple earnings and allowance types that may have different time definitions.

Currently these earnings element types are supported:

Note:
  • Do not select the Allow multiple entries in same period check box when creating your elements. The HCM Rates functionality does not support the creation of rates associated to elements with multiple entries allowed.
  • Even if one of the above element types is a non-recurring payment, you need to configure it as a recurring element and limit its usage to a one-time payment with the start and end dates on the element entry.
  • You must create oneelement for each TLR type (1, 2, and 3) for correct reporting of each. This ensures that you can create a rate for each TLR element using value by criteria rate functionality and that one payment of each type can be paid per period. Creating a single element for all 3 TLR types using multiple entries is not supported.
  • For earnings elements that are not prorated for part-time workers and contribute to an employee’s annual full-time salary, for example TLR3s.
  • Do not select Allow User Entry on the Full-Time Equivalent input value when you configure the element. Full-Time Equivalent should be configured at input value level and not vary by element entry to ensure accuracy and consistency in the reporting of annual full-time salary and part-time earnings.
  • Existing users: If the Allow User Entry field is selected on the existing Full-Time Equivalent input value, you must ensure that the Full-Time Equivalent indicator entered at element entry level matches both the input value’s default value (if specified) and is consistent with the Return Full-Time Rate indicator at rate contributor level.
