Setup Tasks for Implementing China Payroll

To implement the Oracle Fusion Payroll application for China, sign-in as a user with Application Implementation Consultant or Payroll Implementer role and opt into the offerings applicable to your business requirements.

Before you begin implementing Payroll for China, you must complete:
  • Initial application setup.

  • Implementation of Global Human Resources and the requisite HR setup tasks for implementing and processing payroll. For more information, refer to the Implementing Global Human Resources guide.

Refer to the Functional Setup Manager guide to manage the opt-in and setup of your offerings.

For implementing Global Payroll use the Workforce Deployment offering.

This table lists the setup tasks required to implement the China Payroll application. Perform all of these tasks from the Setup and Maintenance work area. Use My Enterprise on the Home page to navigate to Setup and Maintenance. Most of these tasks are under the Workforce Deployment offering unless otherwise specified in the first column of this table.

Manage Geographies Create the geography values for China or use the Import Management task to load geography values in bulk. You can import Oracle-licensed data from Loqate for China. Geography Structures for China

Features by Country or Territory

Select the value: Payroll for China. The country extension setting ensures that certain payroll-related features, such as element templates, work correctly in your implementation. Select Country Extensions for China
Select Address Style and Address Validation

Check the address style and address validation for your country.

Define Common Applications Configuration/Define Enterprise Structures for HCM Manage Legislative Data Groups Define at least one Legislative Data Group for each country your enterprise operates in.
Define Common Applications Configuration/Define Enterprise Structures for HCM/Define Legal Jurisdictions and Authorities for HCM Manage Legal Addresses Create legal addresses for all organizational units of the enterprise before you create legal entities.
Manage Legal Jurisdictions Review the predefined jurisdictions for your country and create any jurisdictions you require for specific local taxes.
Manage Legal Authorities All legal entities must be registered against a jurisdiction that is governed by a legal authority. Create legal authorities as required for China (optional).
Define Common Applications Configuration/Define Enterprise Structures for HCM/Define Legal Entities for HCM Manage Legal Entity Create all legal entities that apply to the enterprise you are setting up. Designate the legal entity as a legal employer and set it as a payroll statutory unit (PSU) for payroll. You can set that as the parent PSU for the remaining legal employers.
Manage Legal Entity Registrations (optional) Define registration details of the legal entity you create. Register them with the appropriate government or legal authorities for the purpose of claiming and ensuring legal or commercial rights and responsibilities.
Manage Legal Entity HCM Information Manage legal entity HCM information to include statutory components as required.
Note: If the legal employer is set as a PSU, you can perform this step.
Setup the associated LDG for this PSU.
Define Common Applications Configuration/Define Enterprise Structures for HCM/Define Legal Entities for HCM/Define Legal Reporting Units for HCM Manage Legal Reporting Unit Define legal reporting units (LRU) also known as tax reporting units, to group employee records for tax and social reporting.
Note: Only a legal reporting unit created under a PSU, can be set as a tax reporting unit.
Manage Legal Reporting Unit Registrations Define registrations details of the LRU and register them with the appropriate government or legal authorities for the purpose of claiming and ensuring legal or commercial rights and responsibilities.
Manage Legal Reporting Unit HCM Information Define the associated legal employer for a legal reporting unit. Review the LRU that employs and pays workers. Define statutory requirements as required.
Payroll Setup Tasks
Define Common Applications Configuration/Define Enterprise Structures for HCM/Define Legal Entities for HCM Legal Entity Calculation Cards Create and edit predefined calculation cards for payroll statutory units. The payroll process uses the calculation rules defined on the cards to calculate earnings and deductions.
Define Common Applications Configuration/Define Enterprise Structures for HCM/Define Legal Entities for HCM/Define Legal Reporting Units for HCM Legal Reporting Unit Calculation Cards Create the Statutory Deduction calculation cards for a tax reporting units and specify the overriding rules.

  • Manage Organization Structure Lookups for China

Create lookups, value sets, and descriptive and extensible flexfields that you need to support payroll.
Define Payroll/Define Earning and Deduction Definitions

  • Element Classifications
The application provides many predefined elements that cannot be modified at the implementation level. Define additional elements as required.
Calculation Value Definitions (optional) Review the tables that hold the rates and values used to calculate earnings, deductions and exemption amounts.
Payroll Calculation Information (optional) Review the payroll calculation information rules and definitions generated for user-defined elements. These rules and definitions are used for calculation of earnings and deduction amounts.
Values Defined by Criteria Create the criteria rules or evaluation conditions that determine a particular value or rate.
Rate Definitions Review the predefined rate definitions and create new definition as needed. The rate definition can either be a derived rate or a value defined by criteria.
Component Group Rules Review the rules defined for earnings and deductions that belong to the same component group.
