US Legislative Balances

Oracle Cloud HCM uses predefined balances to perform accurate tax reporting and payroll tax calculations, such as for W-2 reporting. Refer to this topic when preparing for balance initialization and adjustment.

Not every employee requires every balance. For example, if an employee doesn't participate in the company 401 (k) plan, they don't need the Deferred Compensation 401k balance.

The following sections describe balances in these categories.

  • Tax

  • Year-End

  • Other
  • User-Defined

  • Summary-Level

  • Miscellaneous

  • Not Eligible

Note: For additional info, see Important Notes at the end of this topic.

User-defined balances

User-defined balances help you manage values required for a configured element. This includes elements and balances for a customer-specific requirement, such as setting up support for a customized 401 (k). Any balances you create and maintain for these kinds of elements may require initialization. Refer to the Secondary Classification Summary-Level Balances section below to determine what associated balances require initialization.

You must review each user-defined element to see if its associated balances require initialization. For involuntary deduction elements subject to a total owed, you must initialize the element's base balance.

Relationship No Calculation Breakdown, Reference code 1,2 Inception to Date

Yes

The inception-to-date value that has already been accrued toward the total owed.

  • Reference code 1 is the reference code from the card component.

  • Reference code 2 is the element entry ID.

Summary-level balances

Summary-level balances can be:

  • A grouping of other balances

  • A total of other balances

A primary classification summary-level balance inherits with both its primary and secondary classification balances. For example, the Pretax Deductions primary classification has Deferred Compensation 401k as a secondary classification. Therefore, the summary-level balance for Pretax Deductions automatically includes Deferred Compensation 401k balances as well as the balances for all other pretax secondary classifications.

Note: Use the Pretax Deductions balance for all the elements with the Pretax Deductions primary classification. You may initialize this balance based on your own organizational requirements. The Deferred Compensation 401k balance represents the summary-level balance for the Deferred Compensation 401k secondary classification. This balance may require initialization based on your own organizational requirements.

To use the balances at these levels, initialize the balances associated with these classifications.

If you initialize an element-level balance, the initialization process doesn't include its summary-level balance. You must initialize it separately.

For example, if you are initializing a balance called Company X Deferred Compensation 401k, the process doesn’t automatically initialize its summary-level balances, such as:

  • Deferred Compensation 401k

  • Pretax Deductions

To initialize these summary-level balances, you can:

  • Initialize the summary level balances along with the other balances

  • Manually add additional balance feeds to the summary-level balances

The following table contains all secondary classification balances associated to the primary classification elements eligible for initialization.

Note: This table describes the balances that are:
