Additional Organization Data Capture

Additional identifiers recorded at organization level determine the employer-level split of your MCR and the payroll provider, MAT, local authority, and establishment against which members are reported.

You can record these identifiers at different levels, depending on your organization model:

A MAT within a payroll provider will need to be created as a Legal Employer under the payroll provider PSU. In this scenario, employees in that legal employer are reported against the MAT number.

It’s recommended you don’t record the same LA Number at multiple levels in your organization hierarchy. For example, if you are an LA and all your schools are reported under the same LA number, you can record it once at PSU level.

If you record the same LA Number on multiple organization structures, it may result in additional MCR submissions.

You only need to record the LA Number at lower levels in the organization hierarchy if the organization cannot inherit its LA Number from higher up the hierarchy.

Examples of when you would need to record LA Numbers at lower levels:

  • You are a payroll provider generating the MCR for another local authority. (The legal employer legal entity representing that LA will include its Local Authority Number.)
  • You are a MAT and some of your academies were academy conversions from another local authority. Those academies will need their Local Authority Number at reporting establishment level.
Note: The LA Central Establishment check box is used for England School Workforce Census reporting purposes. This is not used when processing the MCR.
