Requisition Body and Sublist Fields
Note the following:

When you are adding a requisition using the standard entry form, the system automatically populates required body fields. For example, the requester field is automatically populated with the user ID of the user sending the SOAP request.

When adding a requisition, you much include at least one line in the itemList sublist.
