Support for Substitution Variables in simulateConcurrentUseage EPM Automate Command and REST API

The Open Form and Save Form use cases of the simulateConcurrentUsage EPM Automate Command and the related REST API now support the use of substitution variables. Previously, these use cases failed if substitution values passed as POV values in the input file.
