Support of Base64-Encoded Passwords and Deprecation of Encrypted Passwords in Several REST APIs

These REST APIs now support only Base64-encoded passwords. The encrypted passwords are deprecated.

Business Benefit: Support for Base64-encoded passwords obviates the need to install EPM Automate in order to use EPM Automate encrypt command to run these REST APIs.
