External Data Descriptor - File Metadata Information

Enhance the AFCS External Data Descriptor (EDD) framework to support ingestion and storage of descriptive file metadata alongside existing data and reconciliation information. The enhancement introduces configurable metadata support through a new toggle, metadata record identification, validation rules, parsing logic, and database storage for key-value metadata extracted from control files, making it available for downstream reporting and analysis.

Enables capture of additional descriptive file metadata for improved data governance and auditability, supports richer reporting and reconciliation, enhances integration flexibility with customer file formats, and reduces custom processing by standardizing metadata ingestion within the EDD framework.
