Holiday Calendar Support for Do Not Calculate (DNC) Method in TP and Add-On Rate Rules

With this enhancement, the Holiday Calendar configuration is now enabled for the Do Not Calculate method in both TP and Add-On Rules — making it consistent with how other calculation methods work; when it comes to charge/credit calculations.

This enhancement ensures consistency across all calculation methods by extending Holiday Calendar support to the DNC method. It improves configurability and provides better control for all the accounts, even those, where rate calculations are not being performed.
