Rule Framework: Object Migration Dependency Capture

Before exporting or migrating an existing rule, users must open the rule in edit mode and save it, even when no changes are required. Saving captures the rule's associated dependencies, including hierarchies, datasets, and expressions, so the required dependent objects are included in the export or migration.
