Admin Console: Environment Display Name and Identity Group Refresh

Admin Console now lets users set an Environment Display Name, which appears in the application header after saving. The IDCS Sync Details tab also provides Refresh Identity Groups: users can select Sync to retrieve the latest group descriptions from Oracle IAM/IDCS and update matching groups in the application. The refresh does not create or delete custom or existing groups or user-group mappings.

Improves environment identification and keeps existing identity-group descriptions aligned with Oracle IAM/IDCS.
