Schedule Manager Gantt Enhancements

Department schedule Gantt views now have an information banner during self-scheduling periods to let schedulers know that they can't publish the schedule or change claimed shifts during that period.

Shifts now include shift types, which can be on-call or work, and work shift types also have productivity percentages. And shift actions, such as Assign, Edit, Unassign, and Delete now also run rule validations.

Schedulers can override warnings, but not errors, as appropriate.
