Support for the Legislative Updates to the NOC and NAICS Codes

Updates to the North American Industry Classification System (NAICS) and National Occupational Codes (NOC) are required to remain legislatively compliant. The details of each code are outlined below.

National Occupational Codes (NOC)

The NOC codes are to be updated from the 2016 to 2021 version. The 2021 version of the NOC codes required a structural change to the codes (going from 4 to 5 digits). Employment and Social Development Canada (ESDC) will update the Workplace Equity Information Management System (WEIMS) system in late 2024 for Employment Equity reporting in June 2025. The codes are used for Employment Equity reporting as of June 2025, but are required in January 2025 for hiring under the foreign workers program.

NOC codes are held in the lookup, HRX_CA_NOC_CODE, and must be updated prior to December 31, 2024.

NOC codes are captured for the job on the Manage Job page, under the Canada Job Information section.

North American Industry Classification System (NAICS) Codes

The NAICS codes are to be updated from the 2012 to 2017 version. WEIMS uses the 2017 version of the NAICS codes. These codes are used for Canadian Employment Equity reporting.

NAICS codes are held in the lookup, HRX_CA_NAICS_CODE, and must be updated for Employment Equity reports due by June 1, 2025.

The NAICS codes are captured for the legal entity on the Manage Legal Entity HCM Information page, under the Employment Equity Interface Rules section. If an override is required for an employee, you can specify the NAICS Override Code on the Work Relationship page, under the Work Relationship Details section.

Upgrading the NOC and NAICS Codes

We have provided an upgrade process that updates the NOC and NAICS codes automatically. This will automatically upgrade most codes. However, there are some limitations to the upgrade process, and you will have to update some codes manually. Limitations of the automatic upgrade process are due to the re-categorization of codes, whereas 1 code may have split into multiple codes. Codes that have a 1:1 mapping from the old code to the new code are automatically upgraded. For those codes that do not have a 1:1 mapping, you must identify those codes and update them manually to the desired new code. We have provided steps to help you determine what codes require manual updates. See the Steps to Enable section for further information.

This feature supports the updates for the codes to remain compliant with legislative requirements.

Steps to Enable

The steps to manually update the codes that were not updated by the upgrade process are:

  1. Import the Employee.txt into Excel
  2. Identify NOC Codes and Manually Update
  3. Identify NAICS Codes and Manually Update
  4. Verify Updates
