Change vacation bidding profile option to a privilege

The vacation bidding feature which was previously controlled by a profile option has been turned into a privilege.

Control the vacation bidding feature by having it as a privilege rather than a profile option.

Steps to Enable and Configure

You need to add the ANC_SUBMIT_ABSENCE_BID_PRIV (Submit Absence Bid) privilege to the line manager or employee custom role to enable the feature.
