Automatically Import Content Provider Skills
Keep your skills catalog accurate and up to date-without manual effort. You can now use AI to automatically import skills from learning content providers into your skills catalog. The app standardizes provider skill names and matches them to existing catalog skills, even when wording differs. Matched skills are automatically associated with learning, with skill levels applied. For skills that don’t have a match, you can define how they are handled-automatically create them in the catalog, track them as noncatalog skills, or ignore them.

External provider configuration
The new Skills and Qualifications section lets learning app administrators set global behavior for learning imported from the provider.

Business benefit: Improves discovery and relevance of external learning by making provider content searchable and linked to measurable skills. Reduces manual curation effort and helps organizations track skill attainment from external courses.
Steps to enable and configure
- Assign the new privileges and duty roles to the user who scheduled the Load and Sync External Course Data process (see Access Requirements section), so that the process can associate matching skills.
- Enable enhanced dynamic skills
- Enable enhanced skills Suggestions in Skills Center using generative AI.Use these parameter values when running the Create Summaries Using Generative AI scheduled process:
- Run Type: Full if you're running it for the first time
- Content Source: Business Object
- Object Type: Organization and Skills.
- Enable the relevant Skills and Qualifications options for relevant active external provider integration configurations and providers you plan to integrate with Oracle Learning. The first time that the Load and Synchronize External Course Data runs after you enable these options, it could take longer than normal to complete. It depends on how much learning it's processing.
Tips and considerations
- Learning are processed with skills only once. Any changes to the skills library or changes to skills from provider, aren't reconciled back to already processed learning. Skills are also not re-evaluated when Load and Synchronize External Course Data is run with Force All External Course Data to Reload parameter set to Yes.
- When no match is found for a provider skill across active skill libraries, a new catalog or noncatalog skill can be created depending on the site-level profile value for the ORA_HRT_LI_PROVIDER_NONLIB_SKILLS profile option. The default value is set to noncatalog, and if unchanged will create unmatched skills in the hidden catalog. Other options are:
- Create as a catalog skill: New skills are created in the delivered Learning Provider Skills Library catalog .
- Create as a noncatalog skill: Default setting.
- Do not create: No new skill is created for the provider skill that doesn't have a match in the skill library and the skill won't be associated with the learning.
- Aperian and BizLibrary providers don't send skills and are excluded from this feature.
- getAbstract or Edflex providers can send skills in non-English languages, so we advise you to enable the Associate AI-suggested library skill that best matches the provider-associated skill, when exact match isn't found option for their integration configuration page.
- For best results, you need to make sure that the Load and Synchronize External Course Data process runs with English as the session language.

Access requirements
User scheduling the Load and Synchronize External Course Data process should already have WLF_MANAGE_EXTERNAL_ELEARNING_CONTENT_PRIV privilege. They also need these new privileges and duty roles:
