Local Tax Jurisdiction Sync on Tax Withholding Card

We have enhanced the sync of local tax jurisdictions to the employee’s Tax Withholding card to provide more consistent, controlled, and auditable behavior.

When you create or update a valid address (latitude/longitude present), the system automatically synchronizes any affected local tax jurisdictions from the Tax Jurisdiction card to the following regional components on the tax card.

  • Ohio (OH):  School District (State component)
  • Kentucky (KY):  School District (County component)
  • Pennsylvania (PA):  Resident PSD, Work PSD, Resident School District, Work School District (Pennsylvania PSD component)
  • Indiana (IN):  Component creation only (no sync)

Value

What it does

No Sync (N)

Doesn’t perform the sync.

Sync only when no future-dated entries exist (Y)

Syncs when there are no future-dated entries on the tax card.

This is the default behavior. 

Sync and update future-dated entries (O)

Syncs the affected components. Replaces any future-dated overrides from the effective date forward while preserving the component structure.

 When a triggering event occurs (address creation, update, correction or explicit sync process):

  1. The system detects applicable local jurisdictions from the verified address.
  2. Sync eligibility is evaluated based on:
    • Address Verification
    • Change in detected value (delta)
    • Recency of the address update
  3. Based on configuration:
    • Sync proceeds
    • Sync is skipped
    • Future-dated override values are replaced

  • Provides controlled automation of local tax jurisdiction updates
  • Preserves employee and administrator intent, especially for future-dated entries
  • Ensures deterministic and auditable behavior with strict update criteria
  • Reduces manual maintenance of local tax jurisdictions
  • Aligns jurisdiction updates with effective dating and payroll processing requirements

You don't need to do anything to enable this feature.

Tips and considerations

  • Sync occurs only when all validation criteria are met, including:
  • Verified address
  • Change in derived jurisdiction value (delta)
  • Address update is more recent than the last W-4 update
  • All updates are applied as of the latest of the address start date, system date, and component start dates.
  • Only verified addresses trigger the sync. Unverified addresses update only the Tax Jurisdictions card.
  • Address Validation Process (bulk) doesn’t trigger W-4 sync.
  • Use the Sync Calculation Card for US process for on-demand address evaluation.
  • Payroll calculations use the Tax Withholding card as the source of truth. There is no fallback to the Tax Jurisdictions card.
  • It doesn’t perform retroactive updates.
  • Multiple regional components can exist for different time periods, but they can’t overlap in their effective dates.
  • In the default mode, if future-dated entries (component or jurisdiction values) exist, sync is skipped entirely to preserve those planned changes (no partial updates).
