Benefits in Kind - Enhanced Processing Rules

Enhanced Benefits in Kind processing is available for Ireland, providing improved proration and termination handling, Medical and Dental policy amendment processing, expanded voluntary deduction support, and additional Car BIK calculation options.

Enhanced Proration and Termination Processing

Benefits in Kind processing now provides more consistent handling of benefit duration, one-off benefits, termination, and payroll-period distribution.

You can select a Processing Rule on Termination to determine how the benefit is handled when an employee leaves:

Processing Rule Behavior
Stop at termination Prorates the benefit to the employee’s Actual Termination Date and stops further processing.
Settle remaining liability in final payroll Processes the remaining benefit liability in the payroll containing the termination.
Continue as post-cessation BIK Continues processing the benefit after termination until the benefit end date.

Note: For an employee to be picked up by a payroll run after the Last Standard Process Date, a non-recurring element entry must exist for the employee.

For benefits configured as One-Off, the applicable benefit amount is processed in a single eligible payroll period rather than being distributed across multiple periods.

One-Off controls the distribution of the benefit, while the selected termination rule controls the treatment of the benefit when employment terminates.

Expanded Voluntary Deduction Support

You can now create payroll voluntary deductions for employee contributions on additional Benefits in Kind.

When Create Voluntary Deduction is selected, the applicable employee contribution can also be recovered through payroll.

The source of the voluntary deduction depends on the benefit type. For example:

  • Most supported benefits use the Employee Contribution.
  • Car and Van can use a Periodic Employee Contribution.
  • Medical and Dental Insurance can use the Net Premium Paid by Employee or a calculated net employee premium, where applicable.

The employee contribution continues to reduce the taxable BIK independently of whether a voluntary deduction is created.

A Periodic Voluntary Deduction Override can also be entered to specify the voluntary deduction for the current payroll period without changing the contribution used in the BIK calculation.

Normal voluntary deductions are distributed over the applicable benefit periods and can recover outstanding amounts when payroll periods are skipped.

Periodic Voluntary Deduction Overrides:

  • apply to the current payroll period only
  • don't accumulate for skipped payroll periods
  • operate independently from the Periodic Cash Equivalent Override used for the BIK calculation

Car BIK – Business Mileage for Period

You can now enter Business Mileage for Period for a company car.

When Business Mileage for Period is entered, it takes precedence over Declared Annual Mileage and is used to project the annual business mileage used in the Car BIK calculation.

The mileage method is determined by the data entered:

Business Mileage for Period Method
Blank Use Declared Annual Mileage
Entered value
  • Use Business Mileage for Period
Zero

Use Business Mileage for Period

No separate Calculation Method is required.

When the periodic mileage method is used, projected mileage is based on accumulated business mileage together with the current-period mileage projected over the remaining payroll periods.

The calculation also supports switching between the two methods during the tax year:

Scenario Behavior
Declared Annual Mileage only Declared Annual Mileage is used as entered

Business Mileage for Period entered

Period mileage method takes precedence

Switch Annual -> Period Enter Business Mileage for Period
Switch Period -> Annual Leave Business Mileage for Period blank and use Declared Annual Mileage

Switching to the periodic method does not convert the previously entered Declared Annual Mileage into historical actual mileage. Only mileage accumulated through the periodic mileage process is held as actual accumulated mileage.

Therefore, when switching from the Annual Mileage method to the Period Mileage method, the customer may need to initialize the Car mileage balance with the actual business mileage already traveled in the tax year.

To do this, the customer can:

  1. Create an information element at assignment level with two inputs:
    • Mileage Amount
    • Reference Code
  2. Link the Reference Code input to the Reference Code context.
  3. Create a balance feed from the Mileage Amount input to the Car mileage balance.
  4. Create the element entry with the appropriate YTD mileage value, or perform a balance adjustment using this element.

The calculation is rerun-safe: current-period mileage is removed from the accumulated value before the current period is recalculated, preventing the current payroll period from being counted twice.

Car BIK – Motor Industry Average OMV

You can now enter a Motor Industry Average OMV for employees who qualify for the motor-industry Car BIK calculation.

When Motor Industry Average OMV is provided:

  • the Motor Industry Average OMV is used instead of the normal Original Market Value
  • the vehicle is treated as Category C
  • the normal CO2-based vehicle-category determination is bypassed
  • the applicable Category C percentage is determined using the relevant business mileage

If Motor Industry Average OMV isn't entered, the existing Car calculation continues to use the normal OMV, CO2, vehicle-category and relief calculation.

Medical and Dental Insurance Policy Updates

You can now record Medical Insurance Policy Amendments and Dental Insurance Policy Amendments when premium details change during an existing insurance policy year.

The original insurance policy remains on the base Medical or Dental component. A Policy Amendment child component is used to record changes to that policy rather than creating another base policy.

The Policy Amendment supports changes to:

  • Gross Premium Paid by Employee
  • Net Premium Paid by Employee
  • Gross Premium Paid by Employer
  • Net Premium Paid by Employer
  • Start Date of Change
  • End Date of Change

The amendment amounts represent delta values to the existing policy amounts and are processed for the applicable amendment period. The base policy and applicable Policy Amendment are therefore processed together while the amendment is effective.

For example:

Period Processing
February - May Base Medical/Dental Policy
June - August Base Policy + Policy Amendment

This enables mid-policy changes, such as adding a dependent, changing policy coverage, upgrading a policy, or changing employer or employee premiums, to be recorded without replacing the original policy. Medical and Dental policies can also span tax years where the insurance policy year doesn't align with the calendar tax year.

These enhancements provide greater flexibility when processing benefits that span multiple payroll periods or policy years, benefits that continue or settle when an employee leaves, employee contributions recovered through payroll, Medical and Dental policy changes, and Car benefits based on periodic business mileage or Motor Industry Average OMV.

Steps to enable and configure

No additional configuration is required to use these enhancements, subject to confirmation that there is no release-specific Opt In feature.

Customers use the applicable options on the existing Ireland Taxable Benefits calculation card:

Enhancement Customer Action
Termination Processing Select the required Processing Rule on Termination. The default is Stop at termination.
One-Off Processing Select One-Off = Yes when the benefit should be processed in a single eligible payroll period.
Voluntary Deduction Select Create Voluntary Deduction = Yes when the employee contribution should also be recovered through payroll.
Periodic Voluntary Deduction Override Enter Periodic Voluntary Deduction Override when a different deduction amount is required for the current payroll period.
Medical/Dental Policy Amendment Keep the original policy on the base component and add a Medical Insurance Policy Amendment or Dental Insurance Policy Amendment child component.
Medical/Dental Amendment Dates Enter the Start Date of Change and End Date of Change.
Medical/Dental changed Premiums Enter the applicable changed Gross/Net Employee and Employer premium amounts on the amendment component.
Car – Declared Annual Mileage Continue entering Declared Annual Mileage when using the annual mileage method. This field is renamed from Annual Mileage.
Car – Business Mileage for Period Enter Business Mileage for Period when actual periodic business mileage is to be used.
Switch Annual -> Period Mileage Start entering Business Mileage for Period and initialize/adjust the Car mileage balance with actual mileage already traveled YTD where required.
Switch Period -> Annual Mileage Leave Business Mileage for Period blank and use Declared Annual Mileage.
Car – Motor Industry Enter Motor Industry Average OMV when the motor-industry calculation applies.

For Medical and Dental, the base policy should be created first, followed by the Policy Amendment child component. The original policy remains unchanged; customers shouldn't create another base Medical or Dental component simply because the premium changes during the policy year.

Tips and considerations

Existing Customers

Existing BIK records continue to use the existing calculation path unless customers use the new options.

In particular:

  • Existing Medical and Dental policies don't require a Policy Amendment unless a policy change needs to be recorded.
  • Customers don't need to recreate the base Medical or Dental policy for an amendment.
  • If Business Mileage for Period is blank, Declared Annual Mileage continues to be used.
  • If Motor Industry Average OMV is blank, the normal Car OMV and CO2 calculation continues.
  • Voluntary deductions aren't automatically created merely because an Employee Contribution exists; Create Voluntary Deduction must be selected.
