Support of FISAP Reporting for 2026-27 Award Year
The Fiscal Operations Report for 2024-2025 and Application to Participate for 2026-2027 (FISAP) has been updated according to the specifications published in the Federal Student Aid Electronic Announcement (CB-25-08) on April 22, 2025. This update will allow institutions to produce the FISAP Report with data populated for the expected award year via Oracle Analytics Server (OAS). This information can be leveraged during the FISAP Report submission process in COD.
Updates to the 2026-2027 FISAP Report include:
- Part II: Application to Participate for Award Year July 1, 2024 through June 30, 2027
- Section B. Federal Perkins Loan Program Liquidation Request, Field 5 - This field will be disabled and will no longer all a response from any schools except those that are still active in servicing their Federal Perkins Loan
- Section F. Information on Eligible Aid Applicants Enrolled in Your School for Award Year 2024-25, Fields 25 a through d - The Students with an "Automatic" Zero EFC category has been removed and the Student with a Max Pell Indicator 1, 2, or 3 category has been added
- Part VI: Program Summary for Award Year July 1, 2024 through June 30, 2025
- Section A. Distribution of Program Recipients and Expenditures by Type of Student, Fields 26 c through g - The Total "Automatic" Zero EFC students (from fields 1-23) category has been removed and replaced with the new Total Max Pell Indicator 1, 2, 3 students (from fields 1-23) category
Updates to the delivered FISAP Reports:
- FISAP for Department of Education report - updated to align with new FISAP template
- Part II Report
- Report Parameters Section has been updated to remove the Automatic Zero EFC option and add Max Pell Indicator
- Report Parameters Summary (right side display) has been updated to remove the Automatic Zero EFC column and the Max Pell Indicator column as been added
- Summary Report Section has been update to remove the Automatic Zero EFC column and the Max Pell Indicator column has been added. The Max Pell Indicator column will display "True" when the Max Pell Indicator on the valid ISIR is non-blank (i.e. 1, 2, or 3), else it will display "False" when the Max Pell Indicator on the valid ISIR is blank/null
- Part VI Report

Updates to the FISAP reports provide you with the ability to generate the FISAP form with applicable data populated and run reports to validate the information populated in the FISAP form.

Access Requirements
Access to the FISAP for Department of Education report and supporting sub reports is available through the delivered Oracle Analytic Service (OAS) shared folders (Shared Folders > SFP Reports > Product Reports > Regulatory)
- Access for specific users can be controlled via your admin users.
