Federal loan lifetime aggregate limit

Effective July 1, 2026, the One Big Beautiful Bill Act introduces a federal loan lifetime aggregate limit for applicable Direct Loans. The lifetime maximum is set at $257,500 across combined undergraduate, graduate, and professional-level Direct Loan borrowing. Once a borrower reaches the lifetime maximum, the borrower is not eligible for additional applicable Title IV loans unless the borrower qualifies for a Loan Limit Exception.

The lifetime maximum includes total amounts borrowed, including amounts that have been repaid, canceled, forgiven, or discharged. Parent PLUS loans, consolidation loans, and HEAL/Health Professions loans are excluded from this lifetime maximum rule.

With this update, Oracle Student Financial Aid can:

  • Enforce the federal loan lifetime aggregate limit for Direct Subsidized, Direct Unsubsidized, and Grad PLUS funds when the borrower does not qualify for a Loan Limit Exception.
  • Use NSLDS lifetime aggregate data and applicable Direct Loan history to calculate Lifetime Maximum Remaining Eligibility.
  • Use the Loan Limit Exception result at the academic-year level so open terms in the same academic year use the same exception result.
  • Continue packaging when required NSLDS lifetime data is missing, stale, or null, while leaving Lifetime Maximum Remaining Eligibility unevaluated for the affected loans.

Updates to the OB3_Criteria configuration

OB3_Criteria configuration now has access to Direct Loan information within the NSLDS History File. Access to new Direct Loan binding data allows configuration to use NSLDS lifetime aggregate values and applicable Direct Loan history to calculate Lifetime Maximum Remaining Eligibility for Direct Subsidized, Direct Unsubsidized, and Grad PLUS funds.

Oracle provides baseline configuration to help institutions implement this feature for federal loan lifetime aggregate-limit processing.

Business benefit: This helps institutions package Direct Loans in alignment with the federal lifetime maximum borrowing rule while preserving eligible Loan Limit Exception treatment and giving administrators clearer visibility into remaining lifetime eligibility.

Steps to enable and configure

Use the Opt In UI to enable this feature. For instructions, refer to the Optional Uptake of New Features section of this document.

Offering: Student Financial Aid

  • Update Configuration Scripts:
    • Review the delivered baseline configuration for Federal loan lifetime aggregate limit when it is posted on Cloud Customer Connect, and update your configuration.
      • To get started, ensure that Configuration Administration permission is enabled and download your existing configuration from Oracle Student Financial Aid within Administration > Configuration Administration > Download.
      • Update FAS_FUND_CONFIG.csv to add the delivered lifetime aggregate-limit logic to OB3_Criteria for the applicable fund codes and award year, using the delivered baseline as a reference.
    • Navigate to Administration > Configuration Administration, and upload your zipped configuration.
  • Repackage Students:
    • After successful testing in non-production, load your updated configuration to production, then repackage impacted students to apply lifetime maximum loan limit evaluation.

Tips and considerations

  • Applicable loans: This feature applies to Direct Subsidized, Direct Unsubsidized, and Grad PLUS funds. Parent PLUS is not affected by the lifetime maximum rule.
  • Lifetime borrowing total: Loans borrowed before July 1, 2026, count against the new lifetime maximum once the borrower is subject to the new rules.
  • Repayment and discharge treatment: Amounts that have been repaid, forgiven, discharged, or canceled still count toward the lifetime maximum.
  • Loan Limit Exception treatment: Loan Limit Exception is evaluated once for the academic year. If a borrower qualifies for the exception for that academic year, lifetime-limit enforcement is skipped for open terms in that same academic year.
  • Missing NSLDS data: When required NSLDS lifetime data is missing, stale, or null, packaging continues, but Lifetime Maximum Remaining Eligibility is not evaluated for the affected loans.
