Enhancements to Propagating Changes to Declarations

This feature enables a new line item on an order release to be propagated to GTM declarations. When a new line is added to an OTM Order Release, the changes can be propagated to a GTM Trade Transaction using the 'Propagate Changes To Trade Transaction' action. The enhancement is that if the 'Propagate Changes to Declaration' action on the Trade Transaction is triggered, all lines are propagated including the lines added later from the Order Release.
