Open Tender Award Bid to Service Provider Button and Submit Button Fixed

This feature changes the display for the Award Bid to Service Provider and Submit Bid buttons so that they are now in a fixed position.  This improvement allows the list of Service Providers and their Bids to scroll independently of the Award Bid to Service Provider and Submit Bid buttons.

In the Online Booking/Tendering screen below, scrolling to the top of the screen provides visibility to the Award Bid to Service Provider Button and Submit Bid.

Scrolling to the bottom of the Online Booking/Tendering  screen also provides visibility to the Award Bid to Service Provider and Submit Bid buttons.

With the previous behavior, where the Award Bid to Service Provider and Submit Bid buttons were not fixed, it was easy to lose visibility to the buttons as you scrolled, as shown below.
