Bulk Plan Performance Tab for SPA

This feature ads new information for the Bulk Plan Performance Tab.  New milestone details about the Service Provider Assignment.

As seen in the screenshot, the planer is able to see the number of shipments that have been assigned resources.  The Warning tab leads to another page which gives detailed info like the number of options created, and then number of orders with and without service provider assignment.

Planners who need to diagnose issues with Service Provider Assignment can quickly see this information at the time of the bulk plan without visiting other pages.

Steps to Enable
