Support for Priority Across Trade Incentive Authorizations

GTM now introduces support for prioritizing trade incentive program authorizations. It validates the expiration dates of available authorizations and gives precedence to the one with the nearest expiration date, ensuring efficient and accurate usage of available authorizations.
