The example applies this rule:

If the Billing Address Country attribute on the sales order contains United States or if it contains Canada, and if the Shipping Address Country contains United States, and if the Shipping Address State doesn't contain Alaska or Hawaii, then apply the promotion.

Tips And Considerations

Some customer attributes might have more than one value, such as Billing Address City. If you reference an attribute that might have more than one value, then include another condition, such as Billing Address State or Billing Address Country. This will help to further qualify the promotion.
