Service Health Metrics: Error Metrics & URL Data

An enhancement to the Service Health Metrics APIs is now available, that includes the ability to view errors for specific sites and to easily identify the URLs that generate the most errors for each site. Additionally, it is now possible to group the error prone URLs by Service Name.
