Link to Anchor on new rich text editor

This feature brings Link to Anchor functionality to the new rich text editor. In the link plugin, authors will be able to see suggestions of available anchors in the current document to pick from.

Makes it easier for the authors to create links to anchors without having to remember exact anchor names.

Steps to Enable

You don't need to do anything to enable this feature.

This feature is enabled for the new rich text editor.
