Increased Substitution Parameter Collection Limit for Bill Messages

On the Bill - Bill Message page, the substitution parameter collection limit for a bill message has been increased to 15, and the substitution logic updated to accommodate the change; previously, only up to 9 substitution parameters were supported.

This allows more complex billing messages, improving flexibility and communication accuracy on customer bills.
