Edit Restoration Rates on Approved ERT

In the previous release, users could edit the restorations rates and crew requirements for each device type in each zone on the Restoration Rates step of the ERT editor. However, once a storm model was approved, users no longer have access to the ERT editor. In this release, users can edit the restorations rates and crew requirements for each device type in each zone on the Restoration Rates tab of the Storm Details page after a storm model is approved and before 100% restoration is achieved. These values are used in conjunction with the other Workplan data to predict the points the Workplan off-supply and restoration curves and their resulting 90% and 100% restoration dates. 

This improves the accuracy of Workplan predictions by incorporating more user overrides.
