End of Restoration Date Changes

The End of Restoration (EOR) date is used to clean up any unrestored outages before the storm model can be used as a similar storm when building future models. Previously, EOR date could be specified in the Create and Edit Model guided processes, where it was an optional field. When EOR date was not populated and some outages recorded during the storm were never restored, the storm model would cause problems later on if it was ever used as a similar storm in future models. Those resulting problems were very difficult to diagnose. In this release, EOR date is removed from the editors and only appears when a model is archived. At that time, if the outages from the storm were never fully restored, the EOR date becomes mandatory before archiving. Additionally, only archived models and historic storm events can now be used when building new Estimated Restoration Times for new models.

This reduces hard to diagnose bugs when creating new Estimated Restoration Times.
