Pre-Storm Logic Enhancement

Previously, pre-storm predictions were based on averaging similar storm charts once they were aligned by storm start dates. Resulting Estimated Restoration Time (ERT) charts could then be modified using efficiency numbers. In this release, the application aligns similar storm charts with the current storm chart using zone Start of Restorations instead of start dates. Pre-storm logic enhancements also replace efficiency numbers with average restoration rates and crew requirements, which provide much more understandable results. Before the storm hits, the user can see what the average restoration rates and crew requirements were for the similar storms in each zone, and modify those numbers before they are used in making new predictions.

This allows the application to more accurately predict outages and restorations based on similar storms.
