Transition Usage Transaction Measurement Timestamp Filtering

The Transition UT algorithm was modified to ensure that when checking for created measurement, filtering Measurement Table’s Last Update Date Time is using standard date time.

This helps Transition UT processing use consistent measurement update timestamps.
