Unnecessary Adjustment Creation for Completed Field Activities

When a field activity is completed as part of an orchestrator activity, the adjustment creation logic has been updated to prevent creation of unnecessary adjustments. Previously, this scenario could result in unnecessary adjustments being created.

This reduces corrective rework.
