Support for Contigiuous Usage Periods

When a previous usage transaction's end date/time are used on the current usage transaction, Meter Data Management should derive the current usage start date/time from the previous usage transaction’s end date/time to ensure contiguous usage periods. This fix has updated enter algorithm: D2-CalcUsg (Calculate Usage).

This fix reduces billing issues.
