Usage Group Routine for Bill Closing References Usage Transaction End Date

During usage transaction calculations the routine that identifies the Usage Group and calculated dates uses the usage subscription's end date when the bill condition is closing. It does not consider the Customer Care and Billing configuration for billing the current day, which is the usage subscription's end date + 1 day. This fix modifies the routine that identifies the Usage Group, for the condition of bill closing, to use the usage transaction's end date instead of the usage subscription's end date.

This fix reduces billing issues.
