Fetch toolbar configuration

Fetches the toolbar configuration for the current user used to process multi-channel adapter events. Information being fetched includes values for debugMode, faTrustToken, AGENT_CONFIG_DATA, agentPartyId, agentId, profileMcaDisableJwt, NLS_LANG, and NLS_LOCALE
