Yes, a contract requester can start a contract request and then assign it to an Assignee while the request is in Draft status. The assignee can be a resource organization or a resource (a contract team or a specific individual) who reviews the requests and makes sure all the necessary information is present to create a contract.

Once the status becomes In Review, then the assignee can reassign the request to any resource. This process allows for a clear separation of roles and responsibilities.
